The Landlord doesnt turn on the heat until 6pm? That's nuts. Is that even legal/kosher? What are people supposed to do - Not everyone is out during the day. What about people's pets? Are you allowed to have a plug in heater?

alisa - no, i don't think it is legal. they're clueless. they haven't washed our windows in years, and there's one i can barely see out of. might be time to visit the renter's board. :)
